The Long-Term Care Community Coalition used the New York State Department of Health as a case-study in a report released last week. The report presents an in-depth assessment of the effectiveness of federal agencies in providing health and safety amenities and ensuring quality of life-standards in nursing homes in the United States. The study found that New York nursing homes have not been reporting all problems to the proper authorities and that many do not meet the minimum requirements of standard care. The report indicates that insufficient funding for proper inspections, too much leeway for the quality of performance, and a flawed measuring system for problems, all contribute to substandard nursing home care and amenities.
The report also suggests a number of ways these problems could be remedied. The coalition recommends that Centers for Medicare and Medicaid Services (CMS) provide clear directions on how to remedy nursing home resident abuse or neglect. They also claim that the CMS office in New York should be more aggressive in bringing serious care problems to light. The report also stressed the importance of proper funding.
